  1. …the question is one of those law-of-averages things. at some point there is a tipping point where those who would prefer not to aggress, and yet can defend themselve, are sufficiently numerous that aggressors are neutralized. in the USA that is expedited by arming the public. Florida was the first of 39 or so states to launch that policy a generation ago.
